Paizo produced a Pathfinder module back in 2010 called Kingmaker. It is designed to be a sandbox style exploration adventure which leads towards City and Nation building. As the adventure is initially very exploration heavy, the players will range out from a central base but will have the opportunity to mix up which characters go to accomplish what tasks and decide when to pull the party together for those epic moments.
